DND scrambles to figure out how to mobilize and equip a citizens' army,

The Department of National Defence is scrambling to figure out how it will clothe, equip and train hundreds of thousands of new reservists, internal documents show. 

They were envisioned as part of an ambitious mobilization proposal that the top military commander described as a work in progress.

What's happening: The department has also established a key position dedicated solely to growing the military in the event of a major crisis. 

The role has the simple task of delivering 100,000 reserve soldiers and another 300,000 citizen soldiers in a supplementary reserve, should the need arise. 

That would be on top of a regular force of about 85,500.

Why it matters: Gen. Jennie Carignan, chief of the defence staff and the country's top military commander, says they are working on an option to present to Ottawa, hopefully by spring. 

The system is already struggling to re-equip the regular force, one of the briefings said that the new initiative's success will depend on a gradual intake, due to constraints like warehousing and contract 

limitations.
